Rock Hill sits on Piedmont red clay, and that clay does not drain. On the older streets around Oakdale and Boyd Hill, water sits in flat back yards and runs at the house. On the north side, new subdivisions off Mount Gallant Road and India Hook Road need pads cut and lots graded. Along Dave Lyle Boulevard, commercial lots need old slabs pulled out before anything new goes in.

Rock Hill is the largest city in York County, with about 74,000 people counted in the 2020 census. Most of the new building has pushed to the north and east sides of town. Subdivisions off Mount Gallant Road, India Hook Road and the Ebenezer Road corridor keep adding lots. Riverwalk runs to roughly 1,000 acres along the Catawba River on its own.
Builders and general contractors call us for the ground work that comes before the slab. That means clearing to the pad line, cut and fill, then a level and compacted pad. The builder or the engineer specifies the compaction, and we build to what they specify. Our site prep and building pads page walks through how a job like that runs.
Commercial work along Dave Lyle Boulevard and out toward Manchester Village runs the same way at a bigger size. Pads, parking areas, access for the trades and silt fence stay up through the work. The first grade we cut sets where water goes on that lot.
Rock Hill grew up as a textile town, and the older housing stock still shows it. Oakdale, Boyd Hill and the streets near downtown carry small older homes, old outbuildings and a lot of old concrete. Some of those lots get bought for a rebuild.
We handle residential and light commercial demolition on lots like these. A house, a garage, a shed, a slab or an old driveway comes down and gets hauled off. The site is left cleared and graded so the next crew can work. The owner and the utility company disconnect the services before we start.
Older yards in Rock Hill also hold water. Settled grades, added-on patios, packed clay and downspouts dumping next to the wall all push runoff at the foundation. We read how water moves across the lot first. Then we regrade, cut a swale or run buried drain pipe where the surface fix will not carry it alone.
Rock Hill sits in York County, South Carolina, so the South Carolina rules apply here. Inside the city limits, the City of Rock Hill is the permitting authority for land disturbing activity. Its Planning and Development Department runs that review. The Permit Application Center takes the building, grading and demolition applications. Outside the city limits, York County Planning and Development Services reviews land disturbance and stormwater plans.
The state side runs through the South Carolina Department of Environmental Services, the agency that replaced DHEC. Construction that disturbs one acre or more needs stormwater permit coverage. York County applies that same one-acre trigger. It counts smaller sites that belong to a larger common plan of development. Smaller jobs still need sediment and erosion control on the ground. Confirm your own project with whichever office covers the address.
The property owner or the general contractor holds the permit. We can tell you what the work involves and what a reviewer is going to ask for. Before any digging we submit a locate request to SC811 under the South Carolina Underground Facility Damage Prevention Act. We dig around what gets marked.
Rock Hill has plenty of back yards that suit an inground pool. The older lots near Winthrop University and Cherry Park run deep, with mature trees along the property line. Newer sections around Waterford Glen and The Woodlands sit flatter and tighter. Access is the first thing we look at on any pool excavation here.
The pool builder's plan sets the shape, the depth and the over-dig for the shell. We dig to that plan. Getting a machine into a fenced back yard means pulling a gate panel or working a route down the side. We put protection down where the machine crosses a lawn or a driveway.
Red clay comes out heavy, and a wet week in Rock Hill makes it heavier. The spoils leave on dump trucks unless the grade around the pool can use some of the dirt. Rock changes the dig, and we find that out when the bucket hits it. After the shell is set we backfill, rough grade and get the ground ready for the deck.

Cornerstone Excavating Group LLC just completed regrading my backyard. I had a large, elevated mound running across it and close to the house making the yard essentially unusable. Cornerstone did a great job working with the limitations of the yard and created a usable space while ensuring I had proper runoff where I previously had water accumulating close to the foundation. Tim and his team were very professional and courteous. I would highly recommend Cornerstone to anyone looking for an excellent excavating company.
